5. Fraud, in that Dr Patel appointed a journalist (Mr Jim Freeman) periodically to write good news stories about Merseta in the Star newspaper. In most cases the journal was paid by the Merseta after the article was published in the newpaper, meaning that the journal was paid by the newspaper as well. In some instances the journalist was commissioned by Dr Patel after the article was published. No PPPFA process was followed. I have proof of a payment; the article; dates; sign off by Dr Patel and bank account used by Mr Freeman. This matter was submitted to the Merseta Vuvuzela Fraud Hotline for action and like every other matter that involves Dr Patel is swept under the carpet. Mr Freeman does not declare the income made from the Merseta SARS
6. Fraud, Dr Raymond Patels’s PA Ms Doreen Mbodla was given free car insurance paid for by the Merseta despite her not owning a car, travelling to and from work via public transport, not travelling on behalf of Merseta in her duties, not having this benefit included in her contract of employment and not even having a drivers licence. The vehicle in question is car owned and used by her husband. She was solicited and employed by Dr Patel as she was his PA at the Chemical SETA where he was previously employed. The cover was accepted by VKN Insurance Brokers who were appointed by Dr Patel as the Merseta short term insurers. Once again SARS is excluded from the equation.
