Neighbor's Dogs Barking Excessively

(Without Prejudice) The neighbor's have allowed their 3 dogs to disturb the peace with their excessive barking at absolutely nothing (ie. there is no criminal activity threatening our neighbors in any way, shape or form), 24hrs a day over a period of an approximate decade that they have been living nextdoor. They have on occassions that we have chatted at the wall separating our properties acknowledged that their dogs have been making an unnecessary amount of noise that has been disturbing us as their neighbors and they told us that they have no intention of teaching their dogs 'when' and 'what' to be barking at. There are ample witnesses in our area in the form of both family and other neighbors who also feel harassed by this constant and inconsiderate noise. I have had to resign from 2 job already due to the constant noise which has affected my health to the point that I am suffering from high blood pressure, physical exhaustion, insomnia and sleep deprivation. My family members have unfairly taken on the responsibility of my monthly debts. I have done some research on some online legal websites and this is what I managed to find out:Animal By-law, 2009, Chapter Two, Dogs, Section 5 which states: Dog owners may not: “Keep any dog which barks for more than six minutes in any hour or more than three minutes in any half hour” or “Keep any dog which – by barking, yelping, howling or whining causes a disturbance or nuisance to inhabitants of the neighborhood.” The above paragraph may be subject to correction as I am not an attorney.

I see in your "Please Support" column that you are asking us to support the very organisation that I am complaining about!! Fourpaws Rescue saw fit to build their kennels as far away from their house as was possible to be and still stay on their property, the problem is that it is right next to our house. They have 100 plus dogs that bark ALL NIGHT! I really don't care how much noise they make during the day as I am not trying to sleep then. The person who runs this "rescue centre" is an inconsiderate. Before they built we asked them very nicely to please reconsider the site as it was going to affect us, we were told in no uncertain terms to .... off it was her property and she would do what she wants. There seems to be no one in Johannesburg to report the constant noise too.

What is the point of this site? All I see is people complaining and not even one word of advice, why is that? Any legal beagles out there care to contribute and add some meat to this common problem as I, like all the others also experience this barking problem? For those running this site, maybe you should make a better effort in getting answers to these growing concerns otherwise, and again I reiterate, what's the point!?

I have the same problem, the dogs barks and howls in distress constantly, I have phoned the Benoni SPCA -3 times and nothing has been done, I have neighbours coming to my house to try see over the back wall this dog just barks constantly. One neighbough went to the owner and the owner wanted to box saying he is a previous boxer, how do we take this matter further

I have the same problem with dogs barking for nothing at all. Complaints to the body corporate yields no results. Letters send to the offending owners yields no positive solution. Sometimes I even have neighbours making a racket and wake me up 23h00 and I have to get up at 05h00 to be on time at work. I am nearly 60 and thus are bushed the next day. We reside in Benoni area.

My neighbour of 6 years has brought home 2 dogs this week - both Labradors. One of them is a persistent barker and simply won't stop. It barks at nothing, and then gets hysterical when someone walks past. The man across the street, also a pensioner and at home all day has tried 3 times already to stop this dog. But it just starts up again. They are not puppies, these are adult animals. Does anyone know if Durban has a way of complaining to the authorities like Johannesburg does (or did - I left there 8 years ago, but you could phone in a complaint and the police would visit the offending dog owner and warn him. A second visit came with a R1000 fine). I will speak to my neighbour tonight, but if he shows no compassion, then I want to be able to tell him I can take the matter further.

As far as I know the law of a dog barking more than 6 minutes in an hour is only a thing in Cape Town and not in Johannesburg

Hi there I am having the same problem. I suffer from migraines and am trying to rest them off but the dog a few houses or the house next door's dog wont stop barking. What they do is put their dog in the front of the house when they leave for work and it barks ALL day every day. I cant get any rest. I have been a home owner for 12 years now and have had the same neighbour for the same amount of time and have had no problems until now. I dont want to stir the pot by complaining and want to remain anonymous because i dont want problems. I am in a catch 22. I dont know what to do.

I am currently being affected by the same issue. My neighbours dogs will not keep quite and the neighbour doesn't care. It is affecting my life badly. Please let me know if you receive help on the matter and what you feel I should do. I am desperate.
