RICA stands for the Regulation of Interception of Communications and provision of communication-related information Act. It's a law passed by the South African government last year that requires all cellphone users to register their numbers.The aim of this legislation is to help law enforcement agencies to identify cellphone users and track criminals using cellphones for illegal activities.
I have just received (13 May 2014) a notification from 0781841188 that I have won R175000.00 in the RICA promotion (SCAM). A 'reason' for RICA as per the extract from the RICA policy doc is to enable the 'law(???)' enforcement agencies to to track and prosecute offenders. This has been going on for years and so is obviously just another branch of SA 'law enforcement' that does not work. So can anyone tell me why waste time and resources with another law that the Govt cant (or doesn't want to) enforce ?????
