RFQ/ Tender fraud


I received a call and email from lesegomoagi@dmr-gov.org sending me a RFQ with the details of the Department of Mineral Resources ( see image) requesting Pickon cylinders with quantity 145. I searched the internet for pickon cylinders and found that they are sold by a company called Itekaneng Engineering with the website address www.itekaneng.co.za. The website has a number of products it sells specifying good technical specifications. I called them on the number 044 004 2322 or cellphone number 076 7225350. This number is answered by a lady called Belinda le Roux. She gave me a quote and faxed it to my fax but what I was surprised at was that the faxed came from Kobos Internet café but I was not that alert. I tried other companies for the same product but they did not manufacture the product and indicated that they have received many calls abuth the product. I then quoted my client at DMR and after two days came and indicated to me that my RFQ was successful but they need the product as soon as possible. She send me the letter of award and offering that can come and pick up the letter from her and I was satisfied but the email and faxed were satisfactory. I have also done business with the same department before so I was okay. I then placed an order with Itekaneng and paid R58,000.00 into their account using FET from my FNB account into their FNB account the account name was ITEK BOGERE ENGINERRING with account number: 62387373930, this was a legitimate FNB account. I then faxed the proof fo payment and and issued order number with details of delivery address. After a day I did not receive any call from the Suppier itekaneng engineering but when I called the lady Melinda Le Roux was always upset with her bosses but very friendly to me. He promised me I will receive my goods with a day. when I called her on the 2nd of April 2015 she lost it and drop my calls but I kept on calling I indicated that if she does not deliver I will cancel the order and report them to the police if they don't refund me my money back. After 15 minutes she indicated to me that the driver was on his way she will deliver in the afternoon before 3pm. After 3pm I did not receive any call then started checking the details again I realised I was scammed by very good con artist. This is well orchestrated crime. I checked the DMR number again and realise that Lesego did not work for the DMR when I called that number someone is answering but Lesego is at hospital taking care of her daughter. The cellphone  number ( 084 5244118) she gave me rings but she never picks up if someone pick up she tells the same story that she is at hospital and left the cellphone in the office. When I try the landline (012 771 6304) someone answer and always say that she is gone somewhere,  this number does not even belong to DMR number.  At Itekaneng engineering the 044 004 2322 is either picked by Melinda or someone but the order are always being processed and Melinda calls with promises but no delivery. The lessons learnt from here is that it is always better to use official number for any communication. Do not pay for goods you are unable to collect and inspect the place. I have done business with even going to the supplier or client before but never had similar problems. These guys are good but always trust your hunch, I had a feeling something was wrong here but I never listened to my conscious. I am trying to speak to FNB to try to hold the money and even release it back to me I will update the site about progress as for now my R58000.00 is lost.  if someone can help please send me email to phadimobuscon@ webmail.co.za about dealing with this crime .

    I received a call from a Palesa Mofokeng calling from the department of Transport verifying my email and fax number, then requested a quote for T/2 GASLYNE HYDRAULIC CYLINDERS qauntity 500. I got the required items from a company in cape town after searching forever on the internet. Submitted my quotation on friday 09 October 2015, she called on monday 12 October telling me that she has forwarded my quotation to the finance department, today 13 October 2015 I received a call from Zanele in the finance department congratulating me that i won the bid and how soon can i deliver. I told her to send me the Official Order first and im still waiting and I saw this website will surfing the net, I was really shocked @ peoples stories and similarities like the email address tenders@dt-gov.org, tell number 012 772-7708 another number 0844827236 on wattsup profile I saw this numbers 0712595941 telling her contacts to use that number not the 084 any more. Everything happened so fast and I was very happy that I got the job, little did I know that it is a scam. Thank you for this website.

    Can concur with Ruan dated 13/08/2015. Received a call this morning from Meagan requestion confirmation of email address to send RFQ for Blue Point Road Paint (White) - later in day get a follow up call from Nonhlanhla Ndaweni saying she will be taking over this process as Meagan now off ill. Checked the paint out to try find stock - no supplier knows of this.

    012 770 6085 tenders@dot-gov.org BLUE POINT ROAD PAINT 10 LITRES (WHITE) What they doe is they send you a government rfq on a product you can only buy form one supplier . when you pay the supplier they steel your money the government number and addresses is legal

    Hi guys. I also got a call from Lisa Mthethwa from the "department of transport" for a RFQ and she emailed the RFQ to me from an email address: tenders@dt-gov.org. I noticed that the web address was a bit odd and when I tried to go to that website, there was no website meaning it's a hosted email address. I googled the real website of department of transport and noticed it's different from the on they send their emails from. I had emailed a couple of companies before I picked up this and asked for quotes and one company referred me to Itekaneng website. When I googled Itekaneng, I saw a link about this crime warning, so thank you for sharing... Should Itekaneng call me, I now know exactly what to do with them. We should make eNCA aware of this...

    I also received an email to get the same quote-Pickon Cylinders from a lady by the name Tsholofelo Tsotesti she is claiming to be working for Department of Mineral resources, her email address is tsholofelot@dmr-goc.org.Wish this can be published to warn other business people especially those who are doing tenders. I thank God, would have been scammed too.

    I just called the same company for a RFQ I received for the same items : pickon cylinders x155. I thinks its the same thing.

    Thank you so much for the warning before i loose the bank money. I received an email fron the department of mineral as well looking for these pickon cylinder today i went to the bank for a loan it is still on process. This lady buy the name of portia said the same thing and i contacted itekaneng for the quotes for 188 cylinder the lady buy the name of Melinda le Roux send bck the email fro the price and i ask if i can pay half of the money and she said no problem they will deliver and i will pay the rest of the money in 30 days after delivery. Thank you so much i dnt know hw this can be published to warn other business people especially those who a doing tenders because now they using the goverment. And what make me so suspicious is this lady who claims is working for the department of minerals ask if i can give her 10%, because she will make my form to be processed quickly for payment and today she called with private number asking for 1000 rand. Tanx you so much for the warning i was so excited to get this tender now my eyes a open.

    I've recieved a call from a lady by the name of Lerato Moloi with the email leratomoloi@dmi-gov.org (Department of Mineral Resources, DMR) and received an RFQ for the same Pickon cylinders with quantity 148. 1st Thing I did was to google it and found it strange to only be supplied by the company called Itekaneng Engineering. Strange that the same company can supply but why would the DMR not ask them to supply...? I just got more suspicious and searched for more results on "Pickon cylinders" and found the 1st incedent on ZA.ASK that happened on 31 March 2015. Thanks for your warning! Hope you get the refund though.

    I just received an email with the same details from "the department of transport", the email address is Thandazap@transport-gov.org.za, I noticed that the email address has a -gov.org.za which is very irregular considering the fact that government email addresses are .gov.za without an org, another irregular thing is that the email address ___@transport which is also not correct as the department of transport's email address is dot.gov.za. I thank goodness for my observations otherwise I would have been scammed too. Below are the details given in the letter: From : THANDAZA PHAKADE Tel : 012 004 2258 Fax : 086 763 1907 Email : Thandazap@transport-gov.org.za We must be very cautious when conducting business transactions especially when in involves money..... I hope this will help someone.

    Hi.. Also received the same call last month, ask that lady by the name of Thandeka if she knows what those cylinders do and was suprised she did not. I started suspecting and after all the calls and emails from Melinda who:s supposingly should be in George, i check Itekaneng's location and found its a residence house, went to comfirm with local DMR and they knew nothing of that sort, same as FNB who confirmed to me that the account number does not belong to any company, it actually a personal account. From there i was sure its a scam, went back to DMR to tell them and they did nothing, reported it at local SAPS and nothing has been done. Problem is that, if the bank can confirm the user of the account, then why isn;t someone getting arrested..?

    i recieved the same email for goods to be supplied. i have been into this business before and what surprise me is that whenever the lady called she used a private number,at first she used the 084 number. thank you so much for the warning, actually before reading these warnings i was considering to take the offer.

    I also received an email to get the same quote - Pickon Cylinders from DMR and just received an email from Melinda for the quote. It looks very much legit with the logo and the contact person's numbers and so forth.

    Regarding this RFQ/TENDER fraud, the very same entities are still scamming people. On 12/04/2015 I almost got scammed for R49500.00, I was just about to transfer the money, when I decided to verify the order because of a few irregularities. These people are using the departments name, logo, addresses, first names of employees, etc.,why are they not stopped yet? Today they sent me another RFQ for some other goods. If we do not go on to the website, we will not know what is going on. Can this be broadcast in any other way making businesses and the public aware of these criminal activities.It bothers me that these people are getting away with crime. Concerned
