Locked up cat

I'm not sure this is considered a crime, but I think it's cruel treatment towards an animal. One of my neighbours in this complex I'm living is keeping his cat as a prisoner locked up in the flat. Nobody even knew he had a cat until one of my other neighbours told me he has a cat. The cat is overweight and doesn't get any exercise because he never seen sunshine or walked on grass. He has an enclosed balcony and the cat never goes out the house. There are many cats living here in this complex and they don't fight with one another. I'm afraid if this cat gets out he will be wild because he is locked up and doesn't see other cats or humans. Please advise me on how I can rescue this cat.

    You're causing trouble where its not needed. Did it ever occur to you that perhaps that cat has diabetes? Or perhaps some other condition? Have you even tried speaking to the owner about the cat first? Get all your facts before you decide to pull an asshole move. In my opinion and as a cat lover some cats (especially neutered) don't like leaving the safety of their homes and a flat is not an issue for the cat if the cat is happy and well taken care of. Also did you know that some cats get very fat when they old?
    What ever did happen?
