Selling of Puppies

For the past three years I have come across this man in Kloof street who approaches restaurants, coffee shops and people on the street trying to sell puppies for about R50 each. What has shocked me is, 2 years ago I was approached by him again and called the police and hoped that they had it covered and would take the necessary precautions to make sure that this man was off the streets but evidently nothing has been done as the same man is walking the streets with about 10 puppies stuffed in a bag trying to sell them to make a living. It is not a sustainable way to be making a living. The puppies need proper care and food etc. Let alone what condition the mother who gave birth to these puppies must be in. 
Where do we go from here?
This man needs to be stopped and taken away or locked up!!!
